Rajasthan Public Service Commission Goes Digital

Inclusion of IT in Rajasthan Public Service Commission (RPSC) was started long time back, but in the last six years, Rpsc has made innovations which have helped it stay ahead. Use of technology has helped the organisation move ahead in the right direction smoothly and in a transparent way, writes Akhilesh Mittal, Joint Director IT&C, Department of Information Technology and Communication, RPSC, Ajmer.

On Screen Marking System: On Screen Marking System (OSM) has been successfully adopted in the Rajasthan State and Subordinate Services (Combined Competitive) Examination, 2013 and Rajasthan State and Subordinate Services (Combined Competitive) Examination, 2016. In this system, descriptive type scanned answer sheets are evaluated by the experts on the computer. This system improves the quality, accuracy, efficiency, transparency of the evaluation system. By adopting this system, RPSC was able to declare the result of the said examination in the shortest time period with several benefits.

Memory - My Exam My Online Review: RPSC has developed a unique feature which is not only latest innovation in the field of online examination, but also completely changes the use of technology with 100 per cent transparency of online examination. After completion of online exam, candidates can view start-to-end automatic action replay of his/her exam being at home from RPSC portal using MEMORY Application. The size of MEMORY application software is under 150 KB only which one needs to download. The application then verifies the credential of the applicant and allows to see the action reply which is not a video but seems like a video. The public recruitment is critical and sensitive task and MEMORY application has increased transparency in unique way for online examination.

One Time Registration (OTR)/One Time Verification (OTV) system: RPSC has launched One Time Registration (OTR) for the candidate based on Aadhaar for uniqueness of the candidate. The RPSC is using the State Recruitment Portal with a concept of single sign-on. In this system, a candidate can register himself/herself one time with his profile and other required information. Aadhaar number of candidate will be made mandatory for OTR to avoid any kind of duplicity of candidate. RPSC is also planning to launch OTV of the documents integrating with e-vault facility of the Rajasthan Government. This system will save the time of candidates and the Commission. By integrating documents to e-vault, the OTV can also be achieved. The documents integrated with the e-vault facility of the Rajasthan Government, will give the department the facility to verify the documents of the candidates applying online for examination. RPSC is also planning to have rule based qualification criteria matching for candidates applying for examinations by post.

Answer Booklet Download: RPSC has developed an application which allows candidate to download the descriptive answer copies for selected papers online. For this purpose, the candidate needs to first verify his/her credential on online web portal and then pay relevant fee (Rs 50 per paper has been kept by RPSC) online and then he/she can be download the copy. At present these copies are available to only those candidates who already applied under Right To Information Act for getting the answer booklets of written paper.

OMR Response Download Application (OMR responses available on-line): A large number of application/request from candidates time to time being made at RPSC either through application/RTI to see the actual responses being picked up by RPSC for their examination being held off-line which is OMR based examination. Although RPSC is providing OMR carbon copy to candidate to take away after examination but still candidate wants to know what responses has been taken in consideration by RPSC for circle marked by candidate on OMR sheet for questions. So, RPSC has developed the OMR response application online and linked with RPSC web portal for candidate to download the descriptive response answer sheet for selected paper online for concerned examination. For this purpose, the candidate needs to first verify his/her credential on online web portal and then pay relevant fee (Rs 10 per paper has been kept by RPSC) online and then he/she can be download the response sheet. Although RPSC is providing OMR carbon copy to candidates to take away after examination but still candidates wants to know what responses has been taken in consideration by RPSC for circle marked by candidate on OMR sheet for questions.

RPSC Intranet Application (For RPSC Section/Concerned Staff/Officer/ Officials): IT Cell has developed an application which runs on intranet and fully secure environment for RPSC sections, concerned staff, officers and officials or management to logged in the intranet application and generate details requested/required based on authority access provided at that level to generate the same. This will not only save the time of movement of files, but also expedite the internal system for processing of task and speed-up the delivery mechanism especially where legal/RTI and other special cases where a quick action is required.

Mobile App for RPSC officials: For effective and fast communication among RPSC officials, a mobile app has been developed as RPSC directory where not only RPSC official’s details are being captured and accessible but also sharing and communication has been made easy.
