ECMI Study #9 is Now Online!

ECMI Study #9 is now online. Focusing on a case of Ukraine, the paper deals with the policy and legislative challenges to non-discrimination, minority protection, and diversity issues.

The Ecmi Study #9 with a title “Policy and Legislative Challenges to Non-Discrimination, Minority Protection and Diversity Issues in Ukraine” is authored by Iryna Solonenko, independent scholar, and DGAP Fellow. The study was commissioned by the ECMI and conducted by Ms. Solonenko within the frameworks of the ECMI Eastern Partnership Programme, supported by the Danish Ministry of Foreign Affairs.

The study consists of two main parts:

  1. Overview and status quo: a comprehensive state of affairs of an ethnocultural composition of Ukrainian society, a system of governance, the outline of relevant international obligation and national legislature, as well as an overview of relevant institutional mechanisms on national, regional and local levels of governance.
  2. Analysis and recommendations: identifying and analyzing gaps in Ukrainian legislature and institutional setting, drafting conclusions specific to certain policy areas, such as decentralization, education, language, access to information and media.

The paper concludes with the key recommendations: how can the Ukrainian legislation, institutional setup and consultation procedures be developed further in order to better accommodate minority rights?
