My proposal for refusing Entry to EU criminals without having to come out of the EU / Freedom of Movement of People is really easy. Make it law for anyone with a criminal record to declare the details of this prior to travelling into a different UK police authority's jurisdiction, and to give the police power to Refuse Entry. Then permit police authorities to Conduct Criminality Searches of people coming into their jurisdiction, and to refuse entry to criminals who have not declared their criminality. That way, without legally discriminating against EU citizens coming into the UK, the police authority for each port of entry could require arrivals to declare any criminal record and to conduct criminality searches and to refuse entry all without breaching the rules of Freedom of Movement.
