DLF Carlton Estate Residents Cry Foul Over Monetary Demands For An Unapproved Project By Town & Country Planner

“Carlton Estate , a residential society located on the Golf Course Road , DLF Phase 5 , Gurgaon with 484 apartments headed by the RWA President – Sachin Jain is once again brought into a scathing controversy for raising invoices towards the residents to the tune of around 25 Lacs , this time for a balcony drainage project to be undertaken in the said society in absence of any approvals in place from the Town and Country Planner”

Carlton Estate Condominium Association also known as CECA is governed by Sachin Jain – President , Nitin Gianchandani – Vice President , Sameer Nigam – Secretary , Sandeep Lamba – Jt. Secretary , Ibrahim Ahmad – Treasurer , Sunil Prasad – Member and N. Hari Nath – Member.

It seems , the said Rwa Management of Carlton Estate is time and again setting a wrong precedent witnessed by people at large for committing repeated wrongdoings , whose Estate Manager – Alok Kumar Srivastava is an erstwhile employee of DLF Ltd.

It all began in the month of October , 2018 , when the said Carlton Estate Condominium Association RWA Management raised invoices towards the residents of Carlton Estate to undertake the balcony drainage project by considering as law unto themselves.

Residents in wake of a written complaint filed by a resident of the said society to R S Bhath – Director , Town and Country Planner highlighting shortcomings , lapses and terming the said project as unfeasible and outlandish are time and again requesting the RWA Management to refund the amount collected from some residents in lieu of expenses to be incurred on the said project however , the RWA Management in complete disregard to the notice issued by the said authority has most brazenly extended the date of last payment to November 20 , 2018 with a penalty clause payable at 2% per month to a minimum of Rs.250 per month by such residents who are yet to pay towards the said project expenses in anticipation of receiving approvals from the Director Town and Country Planner after the said RWA is believed to have submitted a drawing with description of the balcony drainage project to the authority.

Residents have drawn a flak towards the RWA for submitting a misleading and incomplete proposed plan of the project to the said authority meant for advancing the study of town planning and civic design.

As declared by the RWA Management , Rs.6,50,000/- approx were collected from the residents during the Financial Year of 2017 – 2018 in lieu of late payment charges however when the explanation was sought from the RWA Management to reveal the utilization of such amount , there was no explanation furnished by the RWA.

Residents have also alleged that the RWA Management is bent on spoiling the facade and appearance of Carlton Estate Towers by undertaking the construction of the said project when no neighboring high rise residential society has felt the need and gone ahead with such an undoable project and most pertinently alleged against the RWA for time and again wasting the hard earned money of the residents.

Residents have also alleged that the RWA Management with deliberate intent to mislead them have not shared the details of Contractor and Architect who are assigned to undertake the construction of the said project.

Furthermore , residents have blamed the said RWA Management for absence of any transparency on selection process and negotiation with the vendors.

Interestingly , the maintenance of Carlton Estate is Rs.2.41/sq ft however , maintenance of a neighboring residential society by the name of Wellington Estate located just across the road is Rs.1.85/sq ft.

On questioning the RWA President – Sachin Jain by a fellow resident , the reason for not utilizing the maintenance amount towards the said balcony drainage project , the President replied ,

“We do not have surplus funds and fund requirement is high”

As a good governance policy follower , R S Bhath – Director Town and Country Planner , Gurgaon is a young and promising Senior Director of Haryana Govt who has earned a reputation of an upright and strict Govt Officer for not sparing a wrongdoer pertaining to illegal construction , violations committed by

developers and to the effect in the year 2017 had setup an optimum mechanism policy in place by following the principles of transparency through formation of Allottees Grievance Redressal Forum ( AGRF ) and by extending assistance to the aggrieved persons has fixed public dealing hours from 10 am to 12 noon daily to hear out plaints from aggrieved persons and resolve them on priority in public interest.

It remains to be seen if the Carlton Estate RWA Management would give heed to the words of the residents of Carlton Estate for returning their amount in abeyance of all such approvals yet to be received from the Director Town and Country Planner for the said project or the RWA will continue to set a wrong example before people at large by committing illegal acts through their utter misgovernance.
