COP 20, We need a Global Framework for Climate Action

Two new publications by the German Development Institute make the case for a Global Framework for Climate Action (GFCA).

A GFCA would engage non-state and subnational stakeholders in the multilateral climate process, and to catalyze their contributions to a climate-resilient and low-carbon future. As a comprehensive programme it is envisaged to:

·      strengthen coordination capacities of the UNFCCC in a fragmented governance landscape;
·      catalyze state- and non-state initiatives to mitigate and adapt to climate change;
·      build trust between state- and non-state communities;
·      give recognition and improve the visibility of initiatives that genuinely contribute to mitigation or adaptation beyond business as usual.
The proposal for a GFCA is based on research of previous and existing frameworks linking multilateral process and non-state and subnational actions.

Policy-makers and stakeholders might want to pay particular attention to the Briefing Paper. For scholars and those who want to pay closer attention to scientific findings, we recommend the Discussion Paper. For more info, please contact: [email protected].

The German Development Institute will co-host a side event with the University of Cambridge Institute for Sustainability Leadership at the Lima COP where the proposal for a GFCA will be discussed:

“Delivering commitments and raising ambition: the role of Cooperative Initiatives”

The development of a GFCA is supported by a network of collaborating organizations, including the Natural Resources Defense Council, the Earth System Governance Project, the Blavatnik School of Government (Oxford University), the Institute for Environmental Studies (VU University Amsterdam), the Stanley Foundation, and NewClimate Institute. The authors of the DIE publications have benefited from this ongoing collaboration and take the sole responsibility for their contents.
