Watching the Financial overhaul bill snake its way through Congress I came to have a distinct hatred for the word "procedure." Some of the very best amendments to that bill were tied up in ridiculous procedural rules that lawmakers used as a shield to make sure that those amendments never saw the light of day.
"Ok, fine," I said to myself, "this is financial reform and the government is screwy. What should I really have expected?"
Then comes this vote on health care coverage for 9/11 first responders. And what happens? Procedure rules the day again. Of course Congressman Anthony Wiener was having none of it. Good for him, we need more folks like that in Congress.
