Adopt a policy against sexual harassment, train employees on the policy, and take the policy seriously.  Following a policy can provide basic protection.  As a manager you might want to be familiar with the nine favorite places for sex in the office.  Ignorance is not a very strong defense.  Awareness, proactive action, and abstinence are your best policy for sex in the city office.
