Step 1 : First open the VLC media player on your system.
Step 2 : Now go to the Media menu and select ‘Open Capture Device …’ option. You can also choose this with the help of short cut Ctrl + C.
Step 3 : Once you select it, a new window will open. In this new window, go to Capture Mode and select Desktop. Then go to the options section below to change the frame rate to 30fps or according to your needs.
Step 4 : Now click on the drop-down menu next to Play at the bottom and choose Convert from there. You can also select it by clicking Alt + O.
