With all of the talk and court cases about the Nypd Stop and Frisk policy, one thing has gotten lost. Who came up with the term Stop and Frisk? It appears that he NYPD has done some research probably with the help of a public relations company and tested the term. The real term should be STOP and SEARCH. However, since the term search evokes images of something sinister and unconstitutional, the term frisk was inserted.It is well settled law in this entire country that a police officer cannot stop a citizen just to see if he has any contraband, without reasonable suspicion. The NYPD does not want to follow the law because it will bring their arrest numbers down and the political pressure to keep crime down is too much for them to bare.
